Meet The Team
Mr. Smith has over forty years of EMS experience including 23 years as the President and CEO of the Regional EMS Authority (REMSA) in Reno, Nevada, a consultant to The 4th Party, and has implemented the Public Utility Model EMS System in several large metropolitian cities. Patrick Smith is the President and Chief Executive Officer (CEO) of Sierra Medical Services Alliance (SEMSA) since its incorporation in 2001 as a 501c3 not-for-profit corporation. As the President and CEO he is ultimately responsible for the success of the SEMSA family of companies, which includes RIGGS in Merced, California. He reports to the SEMSA Board of Directors of which he is a voting member.
Mr. Williams has over 43 years of EMS experience including six years as the EMS Director of the State of Florida, six years as a Regional CEO with a nationally traded company, and over eight years as the Vice President. of Operations at REMSA.
Joe Ryan, MD, has been the only Medical Director of SEMSA since its incorporation in 2001. He is a board certified and practicing Emergency Physician, and has been an EMS Medical Director for over 36 years at some of the most noted EMS operations in the country including: MAST in Kansas City; City of Pittsburgh EMS; Sun Star in Pinellas County, Florida; Santa Clara County EMS in
California; and REMSA in Reno, Nevada. He is licensed to practice medicine in both California and Nevada.
Steve Melander is a California certified and actively practicing paramedic for 15 years. He has been an FTO, Clinical Field Evaluator, Tactical Paramedic, Paramedic Field Supervisor, Operations Supervisor,Geeral Manager, Health and Safety Manager, and Designated Infection Control Officer. He carries a variety of EMS related certifications including California certification as an Adult Vocational Instructor and is a graduate of the American Ambulance Association’s Ambulance Service Management course.
Mr. Dobrowolski has been involved in emergency medical services (EMS) since 1979 serving at many levels. He is currently the Director of the International Center for Prehospital and Disaster Medicine and the Director of Clinical Operations for SEMSA and Riggs Ambulance Service. He began his EMS career as a volunteer EMT and worked for many years as a paramedic for both urban EMS systems and the Department of Energy's Nevada Test Site. He then obtained his nursing degree and worked as a helicopter flight nurse before joining REMSA as their Clinical Director. He is an active flight nurse with Riggs Air 1 helicopter program. Alan spent several years in the Air Force as a Flight Nurse with the Wyoming and Minnesota Air National Guard and was activated during Desert Shield and Desert Storm. Alan is Tactical Medic and helped form the TEMS team in Reno, NV and now works with the Riggs Ambulance Service TEMS team. He also volunteers with the Washoe County Sheriff's Office as a Reserve Deputy Sheriff.
